To execute central decision making on policy matters for proposed public private partnership (PPP) projects.

2.1 To evaluate and consider proposals of PPP projects (including Dana Mudah Cara) received from ministries / government agencies / private sectors to be certified or rejected;

2.2 To certify PPP's proposal to be considered by Y.A.B Prime Minister or the Cabinet for principle approval;

2.3 To confirm that the company meets the criteria and eligibility requirements and confirm the proposed project impact on the economy, its added value and multiplier value for the consideration of Y.A.B. Prime Minister to approve Dana Mudah Cara grant;

2.4 To certify proposed projects that have high impact on the economy that require injection of funds, but do not meet the conditions and criteria stipulated in the Guidelines on Dana Mudah Cara

2.5 To certify PPP tender / Request for Proposal (RFP) evaluation shortlist of the most qualified companies for the Prime Minister or the Cabinet to consider;

2.6 To certify agreement terms and conditions of the Concession Agreement and Dana Mudah Cara Agreement for Cabinet approval;

2.7 To determine the direction of PPP projects negotiations (including Dana Mudah Cara); and

2.8 To establish the Project Steering Committee (JPP), the Finance Sub-Committee (JKK) and Technical Subcommittee (JKT).The role and list of members to the JPP, JKK and JKT are shown in the sixth to the eighth paragraphs.

a) Secretariat for the JKAS Meeting are the officials of the Secretariat Unit, Project Monitoring and Secretariat Section, UKAS, JPM.
b) JKAS Meeting Secretariat roles are as follows:

i.To provide an annual calendar of JKAS meetings and distribute the calendar to all meeting members;
ii.To coordinate proposal/working paper presentation for PPP projects in JKAS meetings; and
iii. To manage the meetings:

(a) Issue a letter to call for meeting;
(b) Verify meeting members' attendance ;
(c) Obtain the proposal / working paper for PPP projects from the desk officer and provide sufficient copies for reference in the meeting;
(d) Provide meeting place (with tagging) and refreshment;
(e) Coordinate logistics for the proposal / working paper presenters during the meeting; and
(f) Prepare and distribute minutes of meetings to relevant members of meetings / desk officer before 12 noon the next day.

6.1 JPP Roles

(a) Negotiate and finalise the terms and conditions in the Concession Agreement and Dana Mudah Cara Agreement draft based on key terms recommended by JKAS;
(b) Renegotiate the terms and conditions of the Concession Agreement and Dana Mudah Cara Agreement if improvement is needed; and
(c) Recommend project negotiation direction to JKAS .

6.2 JPP members

7.1 JKK Roles

(A) To review and evaluate proposed PPP projects (including Dana Mudah Cara projects) from financial aspects, such as cash flow, project viability and benefits / impact to the Government;
(B) To review and evaluate company profile, financial strength, experience and expertise of the proposing company;
(C) To review and evaluate the tender document / RFP financially;
(D) To review and assess the financial appendix of Concession Agreement and Dana Mudah Cara and confirm to JKAS that the attached documents are in order.

7.2 JKK members

(B) Secretary: Section Principal Assistant Director or Assistant Director (desk officer to the project negotiation), UKAS

8.1 JKT Roles

(A) To review and consider the proposed PPP projects (including Dana Mudah Cara projects) from technical aspects such as project scope, project costs, implementation schedule and other technical requirements;
(B) To review and evaluate the tender / RFP document from the technical aspects;
(C) To review and assess the technical appendix document to the Concession Agreement and the Dana Mudah Cara Agreement draft and further confirm to JKAS that the attachment is in order.

8.2 JKT Members
